Metrics tab publication date incorrect

The publication date in the metrics tab (in both the 'Total Article Views'and 'Cumulative Views') for articles with usage stats is one day earlier than the publication date given in the article tab. The article XML has the correct publication date.

The data in the ALM application is correct.

(In [7813]) Javascript doesn't parse GMT dates out of the box. Here is a helper function to do just that.
