Total article views displayed in RHC for articles published before 6/17/05

For articles that are published before June 17, 2005, we shouldn't show the Total article views with link to the Metrics tab in the RHC.

(In [7815]) On the Article Metrics tab, changed the error message that is displayed when ALM is unavailable and fixed a bug that kept the chart from being displayed. Removed the "Total Views" link from the RHC when article was published prior to June 17, 2005. In the Article RHC, fixed the "Total Views" link for PLoS One.
