Related Content block missing in RHC

The Related Content block is missing from the RHC in the PLoS journal templates for:

• Genetics
• PHCT

I think this ticket may be the result of confusion regarding the display rules for the Related Content block. The rule is that if an article has nothing under the Related Content tab, the module in the rhc doesn't display, as is the case here:  http://plosgenetics-demo.plos.org/article/info%3Adoi%2F10.1371%2Fjournal.pgen.1000515  http://clinicaltrials-demo.plos.org/article/related/info%3Adoi%2F10.1371%2Fjournal.pctr.0010017

but when there is related content, the block displays as it should:  http://plosgenetics-demo.plos.org/article/info%3Adoi%2F10.1371%2Fjournal.pgen.0040033  http://clinicaltrials-demo.plos.org/article/info%3Adoi%2F10.1371%2Fjournal.pctr.0010005

That block should always be displayed for every article as it will always display links to Google Scholar and PubMed?. These links are independent of ALM.

Seems like there's some logic in that block that's incorrect now.
