Fix spelling and usage in "Add a note to this text" balloon

There are some errors/infelicities in the text of this balloon (screenshot of balloon attached).

1. "Unsupported assertations or statements" should really be "Unsupported assertions or statements"

2. "Inflammatory and insulting language" should be "Inflammatory or insulting language."
