Input Size message and incorrect Competing Interests message

Description

When entering more than 64,000 characters in the body field of an annotation, the first part of the error statement is correct, but the second part says 'You must enter a competing interest statement' even though I did not click Yes for competing interests. See attached screenshot.

(In [7635]) Improved annotation dialog initlization. Competing Interest statements are now correctly initialized.
