Description

If the user clicks on Report a Concern or Respond to this Posting. Without canceling out one or the other, the page is put into a strange state where the dialog can not be closed at all.

(In [7642]) This improves how the responsePanel cleans up after itself. It will no longer linger around after the user has created another responsePanel in another area of the screen.

Verified that canceling the Report a concern or Respond to this Posting dialog returns the user to the proper state.
