Admin Panel Site Error when creating Biology Issues

Description

creating back issues for Bio, I accidentally hit enter far too early, creating an issue called 'in'. I attempted to delete the issue, and was taken to a site error page. Went back to ManageVirtualJournals?, and the issue 'in' was gone.

However, now when I try to create a new issue, I keep getting a 'site error' page. Logged out and back in, but still the same deal. issue i'm trying is info:doi/10.1371/issue.pbio.v05.i02.

Added code to r7619 to correctly handle entry of bad URIs. All URIs are required to be absolute. Went through and found other places in the admin panel that needed changing.

Verified that bad URIs are trapped correctly for volumes, issues and articles.
